This has pushed module manufacturers to look at genuinely different geographies — and Turkey has emerged as one of the more credible options.
The Trade Policy Backdrop
In April 2025, the US Department of Commerce issued final anti-dumping and countervailing duty determinations against solar cell imports from Thailand, Vietnam, Malaysia, and Cambodia — the same Southeast Asian countries that had become popular relocation destinations for Chinese-owned manufacturing specifically to avoid earlier China-targeted tariffs. The rates were substantial: anti-dumping rates up to 271% for Vietnam and combined countervailing duty rates reaching over 3,000% for Cambodia in some cases.
This wasn’t a minor adjustment. It effectively closed off the “manufacture in Southeast Asia, ship to the US” strategy that many Chinese-owned solar companies had relied on since earlier rounds of China-specific tariffs began years prior.
Why Turkey Is Different
Turkey is not currently named in these anti-dumping or countervailing duty orders. It sits outside the geographic scope of the enforcement actions targeting China and the Southeast Asian countries listed above. For module manufacturers trying to build a tariff-resilient supply chain — not just today, but with an eye toward how trade enforcement might continue expanding — sourcing from a country genuinely outside the current scope of these actions, rather than one likely to be added to it next, is a meaningfully different risk profile.
This matters because trade enforcement in this sector has shown a pattern: tariffs targeting China get followed by tariffs targeting wherever Chinese-owned manufacturing relocated to next. Vietnam, Thailand, Malaysia, and Cambodia all became targets specifically because Chinese-owned companies relocated production there to bypass earlier tariffs. A genuinely independent manufacturer in a country with no such pattern of tariff-evasion relocation represents a structurally different — and more durable — sourcing decision.
Turkey’s Existing Position in Solar Manufacturing
Turkey isn’t a brand-new entrant to solar manufacturing. Astronergy, a subsidiary of China’s CHINT Group, operates one of its eleven global manufacturing bases in Turkey, alongside facilities in China and Thailand — itself a signal that established global manufacturers see strategic value in Turkish production capacity, including for serving markets where country-of-origin matters for trade compliance.
Turkey’s broader manufacturing base also offers practical advantages relevant to solar cell production: an established industrial supply chain, proximity to European markets, and shipping routes to both Europe and the Americas that don’t require the longer transit times associated with Southeast Asian or Chinese ports.
What “Independent” Manufacturing in Turkey Looks Like
It’s worth distinguishing between two different scenarios that both get described as “Turkish manufacturing”: a Chinese-owned company operating a facility in Turkey (similar to the Southeast Asian relocation pattern, and potentially vulnerable to the same kind of expanded enforcement scrutiny over time), versus a genuinely Turkish-owned and operated manufacturer with no relocation history tied to tariff avoidance.
For module manufacturers evaluating supply chain risk, this distinction matters. A facility’s physical location matters less than its ownership structure and manufacturing history when it comes to assessing long-term trade policy exposure.
Practical Considerations for US-Bound Buyers
If you’re a module manufacturer evaluating Turkish cell suppliers as part of supply chain diversification, a few practical questions are worth asking directly:
- Is the manufacturer Turkish-owned, or a foreign-owned facility operating in Turkey? This affects both trade policy risk and, in some cases, your own customers’ preferences around supply chain transparency.
- What’s the actual logistics timeline from Turkey to your facility? Mediterranean and Black Sea ports offer reasonably efficient shipping to both US East Coast ports and European destinations.
- Does the supplier have export experience and documentation processes already established for US customs requirements? A manufacturer with existing US export experience will navigate compliance paperwork more smoothly than one navigating it for the first time.
A Note on Caution
Trade policy in this sector has changed quickly and repeatedly over the past several years, and there’s no guarantee that today’s enforcement scope remains static. Module manufacturers should treat country-of-origin diversification as risk management, not a permanent guarantee, and should consult with their own trade compliance counsel when making sourcing decisions with significant volume commitments.
